Dear UTEP Faculty and Staff,
On November 20, 2007 the Department of Homeland Security (DHS) released the final version of Appendix A of the Chemical Plant Security Rule, 6 CFR Part 27. Appendix A identifies chemicals of interest to DHS and corresponding screening threshold quantities (STQs) that may trigger further regulation.
The Department of Homeland Security is requiring that all Universities complete a thorough inventory check of approximately 350 chemicals of concern. We apologize for any inconvenience this federal mandate may cause to UTEP researchers at this point in the semester. However we need for every faculty or staff member in charge of a laboratory or stock room to complete the linked questionnaire below by December 21, 2007.
Completing the inventory by December 21st is not optional and must be done in order to comply with Homeland Security regulations and will be the basis for how DHS ranks UTEP as a security risk.
The inventory form can be accessed by opening the link below. We recommend that you print the form first and after completing it by hand you return and fill out the electronic PDF version. You will need to fill out the form for each room you are in charge of. If you have a chemical that is listed then click on the box to the left of the chemical. Input the amount of that chemical on hand. Then, input the unit of measure for the amount of chemical on hand. Some examples are:
Example 1: Lab # 123 in the Science Building has three bottles of Sodium cyanide totaling 100 mg:
ý Sodium cyanide Qty. 100 Unit mg.
Example 2: Lab # 321 in the Engineering Building has a 50 liter mixture of chemical A (15%) and chemical B (85%) and only chemical A is of concern and on the inventory list:
ý Chemical A Qty. 7.5 Unit L
Example 3: Stock room # 456 in the Education Bldg has 25 lbs of 50% arsenic trichloride, you would count 12.5 lbs toward the total = 15,000 lbs:
ý Arsenic trichloride Qty. 12.5 Unit lbs.
If you do not have any of the chemicals of concern there is a check box at the very bottom that must be checked. When you are ready to submit your chemical inventory press the submit button. If you do not use Outlook as your standard e-mail service you will get a “Select E-mail Client” window appear. Select “Internet Email” and a pop up will guide you through the submittal process.
Please remember that the PDF CAN NOT be saved. We suggest to print the form first and once filled out by hand return and fill it out online by December 21, 2007.
